Through its services and products, CCOHS advances health and safety in Canadian workplaces, and the physical and mental wellbeing of Canadians.

The Finance Service Unit is responsible for the centralized financial business analysis and asset management for CCOHS and external customers. As an integral member of the Finance Team, the Business Analyst will assist with the full accounting cycle, ensuring application of sound accounting principles/practices, preparation of monthly internal financial statements, service unit statistical analysis and reporting and full account reconciliations. The Business Analysts primary duties include:

  1. Providing business analysis to the Executive team and the Service Unit Managers in order to support the growth of the organization in alignment with the strategic plan. This will include in-depth analysis on the products and services that comprise CCOHS’ cost-recovery portfolio, including price sensitivity and market analysis.
  2. Driving Risk Management in the various business processes of the organization including the application of risk management principles in all areas of the business and ensuring compliance with the overall ERM framework and applicable Treasury Board Policies and Directives.
  3. Providing General Accounting services including posting journal entries, sub ledger management, reconciliation of financial systems and maintenance of budgets and forecasts.
  4. Delivering Financial and Statistical reporting to the Executive team and the Service Unit Managers to support the Operations. This reporting includes both internal and external financial reports as well as Strategic Key Performance indicators delivered to the CCOHS Council of Governors.

Project Work

Employees may from time-to-time also become members of Project Teams. Project Teams focus resources on the development and deployment of specific initiatives, which may be product, service or project-oriented. These teams have approved plans, goals and timelines. Teams may consist of employees from different units or may be multi-disciplinary, depending on requirements. Project teams are intended to have a defined time-line and are not intended to encompass ongoing activities or duties, which should reside in Service Unit Plans.

Team Leaders or Project Managers may be employees appointed by the Management team, or Managers appointed by the Vice-President, Operations. They are expected to lead their teams by developing and implementing approved plans, and reporting on progress. The Management team participates in the review of plans, evaluates priorities and resources, team progress and provides advice and support to ensure team success.

Duties

  1. Business Analysis:
    Provide business analysis to the Executive team and the Service Unit Manager to support the growth of the organization, in alignment with the strategic plan. Responsibilities include providing in-depth analysis of product and service costing, pricing inclusive of market analysis.

    Responsible for supporting the Executive and Service Unit Managers in full cost recovery for all product and services portfolios. Completes all statistical analyses and reporting thereon for CCOHS.

    Prepares and delivers complete financial and statistical reporting to the Executive team and to the Service Unit Managers in support of CCOHS operations. Statistical reporting is inclusive of reporting internal and external financials and on strategic Key Performance Indicators (KPIs) delivered to the CCOHS Council of Governors.

    Analysing and reporting on risk management in the various business processes of the organization ensuring the application of risk management principles in all areas of the business and ensuring compliance with the overall Enterprise Risk Management (ERM) framework and the applicable Treasury Board Policies and Directives.

    Prepares budgets and forecasts by generating custom analysis and reports. Maintain budget and forecasts and provide monthly analysis and reporting on performance to budget for Executive and Service Unit Managers.

    Perform financial analysis to support CCOHS’ position in audit matters as required.

    Maintains and audits financial systems to ensure completeness and accuracy of general ledger accounts, financial coding block, mapping and central accounts integration. Ensure completeness and accuracy of internal and treasury board reporting specifications and developing custom reports as required.

    Perform new year system roll over process, ensure annual opening and closing procedures are completed in order to maintain the integrity of CCOHS’ financial data within CDFS and CCOHS’ internal systems. (40%)

  2. General Accounting:
    Prepare, review and process posting of journal entries to the general ledger.

    Complete full account reconciliations inclusive of sub-ledger reconciliation and closing to the general ledger.

    Maintaining accurate and timely recording of financial data in both internal reporting systems and Government of Canada CDFS and MRM systems allowing for real time financial analysis and reporting to CCOHS management, Council and to Treasury Board (TB).

    Ensure complete review of financials and compliance to budget and with accounting policies / TB directives. Investigates and reports on all significant variances. Responsible for preparing and processing correcting entries as required to both internal and external reporting systems within strict reporting deadlines to the Receiver General.

    Generating monthly internal financial statement package and submitting the reports to the Accounting Manager for final approval before disbursement to management.

    Maintain regular review of Provincial and Federal Tax rates and the application of these rates within CCOHS systems for both the sale and procurement of goods and services. Update systems for tax changes as approved by Accounting Manager.

    Prepare, reconcile and remit required tax reporting to various Provincial and Federal government offices as required.

    Ensures compliance with legislation, regulations and central agencies policies. Provides advice to management investigates discrepancies and reports these to management. Develops and monitors the application of financial, procurement, and assets control and other administrative systems.

    Ensure complete and accurate recording of all procurement activities within both TB guidelines and CCOHS budget and policies.

    Ensures complete and accurate recording of acquisition, amortization and disposal of capital assets by following internal policy and managing fix asset schedule.

    Prepares various government reports such as public accounts reporting according to Receiver General directives and in accordance with specified schedule. (40%)

  3. Contract Management:
    Managing changes in professional services and royalty contracts and issuing payment to vendors for these expenditures by reconciling various data to terms of the contracts.

    Manage the regular review of all contracts to ensure CCOHS administrative compliance.

    Responsible for preparing and posting monthly contract accruals and for preparing and issuing monthly, quarterly and annual reporting to service unit managers for distribution to the contracted party. (15%)

  4. Other duties as assigned including:
    Providing backup coverage to all other team members e.g. Business Analyst Accounts Receivable and sections of Accounts Payable positions. (5%)

Nature and Scope of Position
Know-How

This position requires a thorough understanding of the accounting process for all aspects of the Finance department, financial planning process, financial accounting, material management, asset control and reporting tools in order to extract data from various systems. The incumbent must develop a thorough knowledge of CCOHS, its mandate, products and services, the Financial Administration Act and Treasury Board and Receiver General Policies and directives. The incumbent must be knowledgeable in financial systems and required to understand, guide and implement effective internal controls to meet Sarbanes Oxley requirements. Strong financial acumen and analytical ability is needed along with knowledge of Canadian GAAP and financial statement disclosure.

The incumbent must have the ability to balance multiple priorities in dealing with several departments in the federal public service.

The incumbent must be highly proficient in Excel, Word and have a working knowledge of Access and must also be familiar with accounting systems software and reporting packages.

Problem-Solving

The incumbent must possess the skills to determine the cause of discrepancies and the ability to resolve the problems and issues. They must be able to interpret information from other managers to determine their needs and make adjustments as required. The incumbent must be able to interpret and analyze various policies and procedures to ensure proper adjustments are made. When an error occurs it is necessary to investigate it, take action to determine the source of the problem, make the correction and then make an adjustment to the system/process to prevent the error from reoccurring. It is imperative that the incumbent be able to solve problems independently and in a short time frame as well. The incumbent must also be able to apply their problem solving skills to various ad-hoc analyses.

Accountability

The work generated by this role has a wide spread impact on the organization. The annual financial statements form a critical part of the CCOHS Annual Report and are discussed at the Council of Governor’s level and tabled in Parliament. The internal financial statements are widely used for decision making purposes including allocation of resources and product rationalization. The financial results reported to central accounting are used for the public accounts of Canada and this role is key in ensuring that CCOHS meets the strict reporting deadlines as dictated by PWGSC and Treasury Board.

The incumbent will be asked to develop CCOHS specific procedures for the finance staff to follow. The position is also responsible to research, interpret and ensure compliance with various government policies and procedures. The VP Finance CFO, Accounting Manager, Senior Management and Service Unit managers rely on the incumbent to produce accurate reports and provide analysis in order to support the management’s decision making.

Working Conditions

Physical Effort: intermittent keyboarding every day

Physical Environment: general office environment with intermittent keyboarding up to five hours per day.

Sensory Attention: concentration is needed for in-depth analysis; visual attention is required to detail/numbers. There is constant proofreading of numerical data to ensure accuracy.

Mental Stress: there is a need for financial accuracy, discretion, confidentiality; there are many deadlines, multiple demands and conflicting priorities; the incumbent has the final verification on several reports. Deadlines are inflexible which may cause stress. There are multiple systems used and many are outdated and this causes delays in finishing work.

  • Post-secondary diploma or degree in Business with a focus on Accounting or Finance.
  • Professional Accounting Designation.
  • Minimum of 2 years of post-designation work experience in a similar role.
  • Strong financial acumen and analytical agility.
  • Strong Canadian GAAP knowledge and financial statement disclosure.
  • Federal government experience is an asset.
  • Experience preparing financial statements, audit working papers and account reconciliations.
  • Advanced working knowledge of Excel and strong database skills.

Salary

Within the range of

$72,940 to $93,911 (CCOHS-09) per annum.
